The Employment Development Department As a Partner to Employers

 

The Employment Development Department enhances California’s economic growth and prosperity by collaboratively delivering valuable and innovative services to meet the evolving needs of employers, workers, and job seekers.

Labor Market Information Division (LMID): LMID collects, analyzes, and publishes statistical data and reports on California’s labor force, industries, occupations, employment projections, wages and other important labor market and economic data.

Tax Branch: One of the largest tax collection agencies in the nation, EDD’s Tax Branch works with employers to collect California’s employment taxes and data to support the employment security, child support, and personal income tax programs.

Unemployment Insurance Branch (UI): The UI Branch is responsible for administering the UI program. The basic UI components include payment of benefits, funding of benefits, and the administration of the program.

State Disability Insurance (SDI): SDI is a partial wage-replacement insurance plan for California workers. The SDI program is state-mandated and funded through employee payroll deductions.

Work Opportunity Tax Credit (WOTC): The WOTC promotes the hiring of individuals who qualify as members of target groups, by providing a federal tax credit incentive of up to $9,600 for employers who hire them. ______________________________________________________________________

Speakers:

Labor Market Information Division/Cindy Sugrue: Ms. Sugrue is currently the labor market consultant for the Oakland Metropolitan division, which includes Alameda, and Contra Costa Counties.

Tax Branch/Roger Jung: Mr. Jung is currently working in the Field Audit and Compliance Division of the Tax Branch as the employment tax consultant for the taxpayer education and assistance program.

Unemployment Insurance Branch/A’nette Knox-Talley: Ms. Knox-Talley currently works as a employment program manager in the Unemployment Insurance Oakland call center where she supervises a team of journey level and probationary staff.

State Disability Insurance/Brandy Collins: Ms. Collins is currently a disability Insurance program manager working with the Business Process Innovation Project in the Bay Area. She specializes in appeals and workers’ compensation.

Work Opportunity Tax Credit/Flechia Phillips: Ms. Phillips is currently the Work Opportunity Tax Credit (WOTC) office lead providing staff with training, and marketing the WOTC program to employers and job seekers.

The Annual Scholarship Program is now available – Due 10/31/18
The Contra Costa Employer Advisory Council, CCCEAC, is pleased to offer it’s  Annual Scholarship Program.

This scholarship program is available for Members and their sponsored colleague, co-worker, or family member. It is designed to encourage and assist individuals on developing their skills to further their careers and professional growth. In addition, this program will help the member companies increase the skill levels of their employees, bringing new and innovative ideas to the company, and increasing employee satisfaction.

The 2018 Scholarship Application must be postmarked no later than Wednesday, October 31, 2018 to be eligible for the Scholarship Award. The CCCEAC board members will select from scholarship applications for these awards.

The application packet includes general scholarship information, criteria for eligibility, and instructions on submitting the application.

Sexual Harassment Prevention

AB 1825 (now Government Code Section 12950.1) requires that all California employers with 50 or more employees provide at least two hours of sexual harassment prevention training to all supervisors once every two years. New supervisors or newly promoted supervisors must receive the required training within six months of hire or promotion.
This training is mandatory for any supervisor who hires, fires, disciplines, and/or directs the work of one or more employees.
This dynamic workshop is a cost-effective way to provide this mandatory training to supervisors. The training is an interactive and a practical program that is presented in a quiz game show format. All questions are based on case law and hypothetical case scenarios that provide the opportunity for group discussion. Participants will learn the different types of harassment, what their liability could be in a harassment charge, about the company’s liability, what to do if they receive a complaint, and what to do if they feel harassed.

Barbara has more than 20 years of diverse human resources (HR) and management experience that spans start-ups to established organizations. She has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HR information system implementations, HR workflow development, training and development, and benefit management.

Barbara has spent six years delivering consulting and outsourced human resources services to successful businesses throughout the Bay Area in various industries including high tech, insurance agencies, law firms, medical, marketing, and finance.
Barbara holds a bachelor’s degree in law from Northwestern California University, is certified as a Senior Professional in Human Resources (SPHR) and is a Certified Group Benefits Associate through the Certified Employee Benefit Specialist program.
